Fugitive Roy C. McGrath, a former top aide to Maryland’s then governor, is believed to have shot himself following a traffic stop in Tennessee amid a 21-day manhunt that kicked off when he did not show up for court in his federal fraud trial, according to a law enforcement document.
The FBI also fired during the stop, the document said, and it is unclear whether the self-inflicted wound or shots from law enforcement killed McGrath.

Former Maryland Gov. Larry Hogan’s one-time chief of staff Roy McGrath has died after a nationwide manhunt for him ended Monday in a confrontation with the FBI in Knoxville, Tennessee, according to McGrath’s attorney.

William Brennan, an attorney for McGrath’s wife, also confirmed McGrath died at a Tennessee hospital after “a confrontation with the FBI” and told CNN that his client was “absolutely distraught.”

The FBI said in a statement earlier Monday that it was “reviewing an agent-involved shooting which occurred at approximately 6:30 p.m. on Monday, April 3, 2023. During the arrest the subject, Roy McGrath, sustained injury and was transported to the hospital.”
His wife’s name is Laura Bruner but family details are scarce...
He’d been a fugitive from justice since March 13th for failing to appear at trial in Baltimore, Maryland…

McGrath has been on the run since early March after the former chief of staff for Governor Hogan failed to show up for his federal trial in Baltimore.
The FBI and the U.S. Marshals Service were each offering a $10,000 reward for information leading to the arrest of Roy McGrath. The combined reward was $20,000.

McGrath was scheduled for trial in Baltimore on March 13 on charges including fraud, theft and falsification of records.

“According to this indictment, Roy McGrath misappropriated public money for his own benefit. From personal travel to even obtaining a certificate from one of the most prestigious universities in the nation, McGrath’s alleged actions were self-serving and ultimately self-sabotaging,” said Thomas J. Sobocinski, Special Agent in Charge of the FBI Baltimore Field Office. “The FBI and our law enforcement partners are committed to rooting out public corruption and holding officials like him accountable.”

The federal and state charges allege that from March 2019 through December 2020, McGrath personally enriched himself by using his positions of trust as the Executive Director of MES and the chief of staff for the Governor of Maryland to cause MES to make payments to McGrath, or on his behalf, to which he was not entitled.

If convicted of the federal charges, McGrath faces a maximum sentence of 20 years in federal prison for each of four counts of wire fraud; and a maximum of 10 years in federal prison for each of two counts of embezzling funds from an organization receiving more than $10,000 in federal benefits. Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge will determine any sentence after taking into account the U.S. Sentencing Guidelines and other statutory factors.

"The uncertainty of going to trial can cause people to do things we may not believe are appropriate," said McGrath’s attorney, Joseph Murtha on March 13th, the day McGrath went missing.
When FOX45 followed up last week, asking if it’s possible McGrath is the author behind the Betrayed series, Murtha told a FOX45 reporter. "Could it [author] be Roy? I don’t know. I have no idea," Murtha said. "I have nothing to lead me to believe it was Roy.

On amazon, the author is listed as “Ryan Cooper.” However, FOX45 was unable to confirm his identity or relationship with McGrath.
