Again, Eurasianet, the current information available is that Mr. Masimov has been a kind of Soviet wunderkind. Being recognized as highly talented in languages early in his life, he was afforded study in both Moscow and Beijing. His language arts sit atop degrees in management of business.
Politics enter as he becomes a representative for his country involving trade and “commercial structures” in China and Hong Kong. Masimov moved into the exploding world of banking in the mid-1990’s when that sector became highly profitable. In all, Masimov has been active in the corruption and power structure of the Nazarbayev regime since the onset in 1991.
What was significantly noted in a previous post about Nazarbayev, there were intentions of making his daughter, Dinara, the future president. Information from Eurasianet states,
As chairman of the board at Halyk Bank, he made some powerful connections: The bank is owned by Dinara Kulibayeva and her husband Timur, the daughter and son-in-law of Nursultan Nazarbayev, who was president of Kazakhstan from independence until his resignation in 2019.
Masimov, it seems, was interested in having the controlling power of the nation be his banking partner, Ms. Dinara Nazarbayev Kulibayeva. [Hey Kids! Do you spot the name Nazabayev again?] Such a turn about would put Tokayev, the nation’s President, out of the loop to have the old-guard reestablish it power. Tokayev took decisive action to prevent that from happening. Tokayev is appearing to be in control although he has the lingering problems of his imposition of a national state of emergency, banking and electronic services and food supplies disrupted.

Kate Mallinson, central Asia analyst with the London-based political risk group Prism, said the swift move against Nazarbaev allies "came as a shock. In Kazakhstan everything is bureaucracy -- but not this time."

n the previous 24 hours, according to Mallinson, the powerful intelligence chief Karim Masimov had reportedly told Tokayev that the Nazarbaev family had lost confidence in him and "his time was up."
Mr. Masimov played his hand too long and far with the Nazarbayev faction. Tokayev decided he preferred to rule without the specter of Nazarbayev hanging over him.
Tokayev appealed to the Russian-led Collective Security Treaty Organization to send in peacekeepers -- an appeal that was swiftly accepted.
His message was clear: Moscow's on my side.

Mallinson says her contacts in Kazakhstan are "spitting mad" about the Russians' arrival. If Tokayev wants to retain his credibility, they will have to be gone in days, she says. But "there's no such thing as a free lunch with Putin."
On 28, December, 2021 both Nazarbayev and Tokayev met with Putin in St. Petersburg with other former Soviet bloc leaders. The two together were described the situation as “tense”. In a move seen to show Putin’s favor for Tokayev, Putin met with him and not Nazarbayev. Confirming Tokayev is Putin’s possession was his quick call for Russian help in order to maintain power. Putin gladly agreed immediately.
